Just to compile and clarify a lot of the stuff I worked out over the weekend talking with people IC...
The Diplomatic Corps of the GAF serves as many would expect such a branch of the military to serve with Military Ambassabors, Public Relations, and the other sorts of normal 'social' functions that were traditionally handled by the diplomatic branches of the various Terran militaries are all roled up under the GAF Diplomatic Corps. However, under the unique pressures of disseparate militaries having to learn to work smoothly together over the ten years since the Colonial Skirmishes, the GAF formed a unique position within the Corps designed specifically to assist in the smooth intergration and running of the new Global Military.
Originally nicknamed 'Morale Officers', 'Cultural Officer' is a catch-all term for an Officer of the diplomatic corps who's main task is to aid in the smooth intergration and inner workings of the GAF military. The controversey surrounding this particular role is almost inseperable from the controversy surrounding the formation of the GA and GAF itself, as the need for 'cultural officers' is only valid if one accepts the need for an integrated GAF military, something many veterans of the colonial skirmishes still have trouble accepting.
Regardless, over the last ten years Cultural Officers have become a staple of the GAF buearocracy. It is a post generally held by young, idealistic recruits who have entered the military since the end of the skirmishes, although their is the rare veteran that has embraced the new GAF and it's goals who hold the position as well.
Cultural Officers fullfil a vairety of needs for the Diplomatic Corps, on a variety of assignments, but most longer term permanent posts for Cultural Officers are found where there is a large GAF military pressence. Large space stations generally will have several, as do dirt-side Military bases. Ships with a large compliment of crew will generally have one, but It is rare however to find a Cultural Officer on a ship with a crew of less than 20 unless it is deemed nessecary due to unique mission parameters, or it is a long-term deep space patrol which could use someone aboard keeping morale up.
On assignment, a Cultural Officer's primary directive is to aid the GAF troops on their ship or station to work together as a cohesive, focused, whole. They do this both through mediation... serving as a sort of 'HR' to adress any interpersonal conflicts brought up, and also by helping their crew to maintain a good work/life balance, and in general work to keep the morale of the troops up. Many Cultural Officers are cross-trained as ambassadors, counselors, psycologists, medics, com-ops and other support roles. However it is important to note that all Cultural Officers go through the same basic training as any enlisted GAF soldier before joining the Diplomatic Coprs and starting officer training. This is considered nessecery as they do remain a functioning part of the military structure, and also so that they remain in-touch with the troops they serve.
Due to the 'keeping up morale' part of their job, Cultural Officers are often dierisvily refered to a 'Cruise Directors'... particularly by vetrans of the skirmishes that resent greenies telling them to play nice and get along with the rest of the GAF.
With the events of the last game, it is likely to be considered important to the new andromeda fleet to have one Cultural Officer or member of the Diplomatic Corps aboard each ship... not only to help with the morale isues of an extended campaign galaxies away from home, but also as ambasadors, counselors, and other social support roles.
